Context of the Mission

MDM has been operating in Ukraine since 2014, but from the 24th of February 2022, the situation has been altered dramatically. In terms of health the scope of needs has changed completely and geographically, the conflict line in the Donbas region has moved with new conflict areas appearing; these facts have created new areas of intervention and thematically, massive new health needs have emerged due to the open conflict.

The context is evolving and we need to constantly reassess the accesses and needs. At the moment, MdM is active in the following areas: in the Eastern and central region (including Kharkiv, Zaporizhzhia, Kyiv, Chernihiv) through its field office in Kiev and Dnipro and in the Western region through its field office in Chernivtsi.

MdM team is working in three main components with the aim of addressing the urgent health needs of the population, displaced and non-displaced, affected by the armed conflict in Ukraine:

1. Provision of emergency and non-emergency health items to Health facilities

2. Provision of basic health services (including SRH and MHPSS) to non-displaced conflict affected population and IDPs.

3. Strengthening of local health systems (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy.

4. Scaling up of the logistical capacity of the organization to ensure the delivery of humanitarian aid.

Job Summary

Under the direct supervision and technical guidance of the Mental Health Psychosocial Support Coordinator (MHPSS Co), the Deputy MHPSS Coordinator contributes to the design and implementation of MdM’s MHPSS activities, supporting MHPSS TWG coordination and strategy design.

S/He manages the technical performance of MdM’s MHPSS staff, providing technical support for the accomplishment of the main objective of the operation, to improve access to MHPSS care for the conflict-affected populations of Ukraine.

S/He provides technical assistance to the MHPSS managers through capacity building activities, including trainings, workshops and field visits.

Program Management

Project Implementation

  • To support the MHPSS Co in the quality implementation of the general MdM MHPSS activities according to plans.
  • To provide supervision and technical support to the MHPSS managers (all bases) on their daily tasks and ensure effective and efficient implementation of the planned activities.
  • To ensure that all components of the program are consistent and in line with MHPSS needs, standards and international guidelines/policies
  • To ensure that MHPSS teams are reporting within agreed timeframes and in respective quality.
  • To participate in needs assessments, data collections, and monitoring or exploratory visits with other MdM staff
  • Support MHPSS CO in the updating of mission Detail technical implementation Plan
  • Support MHPSS CO in the allocation of project activities to donors’ funds

MHPSS Team Support

  • To support MHPSS Co/Med CO to assess needs, plan and conduct workshops and trainings in coordination with MHPSS managers and/or MHPSS officers
  • To contribute to the design of trainings (on the job training, training on MH education, capacity building on reporting, in coordination with MHPSS Co and MedCo.

Technical Support

  • To participate to the recruitment of MHPSS staff, upon request.
  • To support the team in the implementation of MdM/national and international MHPSS Guidelines and procedures
  • To ensure timely reporting of MHPSS staff.
  • To coordinate technical visits and hold regular meetings with MHPSS Co and Med Co
  • To coordinate and work together with MHPSS Co and MHPSS Manager/Officer for the supply of MHPSS tools, supplies and equipment
  • Support MHPSS CO in proposal writing, collect secondary and primary data for the proposals

Coordination with NGOs, local associations

Upon request and in coordination with the MHPSS Co:

  • To maintain regular contacts with other MHPSS NGOs and organizations, through meetings, training, workshops, etc.
  • To coordinate and lead MHPSS regional TWG (in Ukrainian language) with the technical support of MHPSS Co, ensuring coordination and communication among all partners and involving liaison officer/advocacy teams.
  • To provide a short summary of meetings attended.

Reporting

  • To ensure the availability of activity reports to feed the MHPSS reports.
  • To contribute into the analysis the MHPSS data on a regular basis and set up corrective measures in coordination with MHPSS Co and/or FieldCo. To inform and discuss with MHPSS Co irregularities in the system.
  • To contribute to the monthly reports detailing activities done, supervision, training given, assessments undertaken etc.
  • To contribute to the quarterly/annual MHPSS reports
  • To follow up MHPSS program issues and sharing of information with MHPSS Co.

Other

  • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality of services
  • Perform other additional duties on request of MHPSS coordinator.

LANGUAGE REQUIREMENTS:

  • Ukrainian and Russian Native (written and verbal)
  • Good level of written and spoken English

**Computer skills:**Very Good knowledge of office tools (MS Word, MS Excel, PowerPoint, power BI)

Profile required:

  • Degree in Psychology/Mental health with a relevant background on Mental health studies.
  • Significant national/international experience working with NGOs
  • Knowledge of MHPSS field in humanitarian settings
  • Experience in conflict management and emergency response specially on war conflict issues is an asset.
  • Knowledge of Ukrainian policy and national Mental health guidelines.
  • Experience in working and meeting with local authorities, partners and staff in a tricky context
  • Ability to have a global overview of a program management
