Secours islamique France is looking for an Administrative coordinator for its mission based in beirut, Lebanon.
Context
In 2020, Lebanon faced many trials such as the increasing of the social economic crisis, the beirut port explosion and the COVID 19 pandemic. Meanwhile, Lebanon has, as always, been in the fore front of the syrian humanitarian crisis by welcoming more than 1.5 million syrian refugees for 6 million libaneses.
To manage this unexpected influx which overwhelmes the lebanese public services, SIF is contributing by better protecting the vulnerable population through the reinforcement of psychological social support activities and communitarian protection system for the families. SIF has also helped to better the food security and social and economic conditions for women through project trainings. Finally in the afterwards of the beirut port explosion , SIF has helped rebuild the homes of the many affected by the tragedy, distribute food parcels and hygiene kits.
The administrative coordinator will be under the supervison of the head of mission.
Your main responsibilities are the following (evolving and non exhaustive list):
- Contribute to the elaboration of the mission’s operational strategy: context analysis and its evolution, elaboration of problem trees and proposed solutions, needs assessments analysis, proposal of new actions, budgeting and HR dimensioning
- Ensure the accounting, non-accounting and expatriates data entry in the accounting software
- Authorize the payment of mission’s expenditures according to the SIF procedures
- Manage the administrative teams: briefing, planning, follow-up, management, performance interview, technical
capacity buildings, etc. - Prepare the mission’s annual budget and its analytical reallocation
Profil
- Relevant Master’s level qualification or similar academic achievement.
- 3-5 years of experience in the humanitarian/development sector, as Administrative Coordinator with INGOs in similar contexts.
- Extensive knowledge of and experience in administration, procurement, HR and security.
- Evidence of understanding the challenges of donor and contract management and the implications for program management.
- Experience of working in an insecure environment with responsibility for security planning, monitoring and management.
- Substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action.
- Strong communication skills, with excellent written and spoken English (and desirably French and/or Arabic).
- Confident and proficient in the use of MS Office, especially Word and Excel, and SAGA.
- Ability to understand the cultural and political environment and to work well with partners including local authorities.
- Familiarity with the Middle East working context
- Arabic speaking is a plus
- Knowledge of Emergency response programs
Condition
- French full time 6 months contract
- Starting date: ASAP

- Health insurance, 70% covered by SIF
- Rapatriation insurance, 100% covered by SIF
- R&R to your homecountry covered by SIF after 6 months of mission
- Leaves every 3 months
