1. Background/Context

NRC is present in Venezuela since 2005, and in the last few years substantially increased its operations and program. With one main office in Caracas, three field offices and about 110 staff, NRC is one of the biggest INGO operating in the country. Despite Venezuela is rated high risk according to NRC security standards, mostly due to the infrastructure and public services failures, in Puerto Ordaz both the security situation and living conditions are acceptable. Particularly in the area where the office and Area Manager apartment are located it is possible to access all type of services, such as commercial malls, restaurants, gymnasiums, sport centres and several parks and green areas.

The purpose of the Area Manager position is to ensure high quality and cost effective programme/project implementation in the states of Bolivar and Delta Amacuro, from the main base in Puerto Ordaz. The following is a brief description of the role.

2. Role and responsibilities

The following is a brief description of the role:

  1. Line management for senior project staff and support functions (including 2 international staff and 1 staff based in Cucuta) in the area
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and procedures
  4. Provide area specific input on CC strategies, Country Strategy and Plan of Action
  5. Organize grants opening and closure meetings at area level
  6. Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  7. Assess needs, develop emergency response and implement response plans
  8. Ensure optimal use of resources within the allocated project budgets and CC strategies
  9. Represent NRC and networking on area level
  10. Ensure that capacity building is provided to all staff in the area
  11. Ensure overall security and safety of staff in the area
  12. Promote the rights of IDPs/returnees in line with the advocacy strategy
  13. Contribute to NRC humanitarian access and implement the planned advocacy and communication initiatives approved by the country office
  14. Identify trends in human mobility, humanitarian gaps and donor priorities in the area
  15. Promote consolidation of the program implementation in the south of Bolivar state
  16. Consolidate and expand the new program in Delta Amacuro state through a close supervision
  17. Manage relations with potential implementing partners identified
  18. In close collaboration with the M&E Coordinator/Manager, ensure relevant quality control and monitoring/evaluation standards in the area
  19. Ensure an up to date security plan is in place and respected with focus on new areas of intervention
  20. Elaborate and share a monthly SitRep with Country Management Group (CMG) and Program Management Team (PMT)
  21. Any other task or responsibility as requested by the Country Director

3. What We Are Looking For

  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Previous management experience of complex teams
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in Spanish and English both written and verbal
  • Experience in remote management of offices and teams

4. What We Offer

  • Type of contract: 24 months
  • Salary/benefits: According to NRC salary scale, terms and conditions.
  • Duty station: Puerto Ordaz, Venezuela.
  • Travel: 30% within the Area.
