Development of the Mixed Migration Review 2023 and 2024

BACKGROUND

MMC is a global network engaged in data collection, research, analysis, and policy and programmatic development on mixed migration, with regional hubs hosted in Danish Refugee Council (DRC) regional offices in Africa, Asia and the Pacific, Europe and Latin America, and a global team based across Geneva and Brussels.

The MMC is a leading source for independent and high-quality data, research, analysis and expertise on mixed migration. The MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based protection responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. The MMC’s overarching focus is on human rights and protection for all people on the move.

Since 2018 MMC publishes the Mixed Migration Review (MMR), a review of mixed migration around the world focusing on key events and policy developments during the past year. The reports always include a series of essays looking at the most salient and polemical issues facing the refugee and migration sectors with respect to mixed migration, as well as a series of interviews with individuals and officials closely associated with or relevant to the sector and its challenges. The MMR is based on a wide range of secondary research as well as exclusive access to MMC’s 4Mi data. The report offers a deep analytical dive into the world of mixed migration. By offering a platform for debate and different voices, with this report the MMC aims to contribute to a more rational and less politicised analysis of mixed migration. The MMR is MMC’s flagship and annual global report, directly contributing to two of MMC’s overall objectives: 1) To contribute to a better, more nuanced and balanced understanding of mixed migration (knowledge) and 2) To contribute to evidence-based and better-informed migration policies and debates (policy).

Since 2019, every MMR had an overarching theme or framing, such as the future of migration (2019), urban migration (2020), reframing human mobility (2021), and alternative ideas and solutions (2022). MMC is open to receive suggestions from applicants for topics and/or an overarching theme for the MMR2023 (while for the MMR2024 this will be discussed and decided at a later stage).

PURPOSE OF THE CONSULTANCY

MMC requires external capacity to develop both the MMR2023 and MMR2024, in close cooperation with and under the guidance of the MMC in Geneva. The specific objectives, tasks and responsibilities and deliverables are listed below. Note that from 2025 onwards, MMC intends to develop the full MMR with in-house capacity as opposed to outsourcing the work. As such, a plan for continuity and transfer of the approach, and ideally capacity building of a potential researcher who could join MMC, are elements to be included in the proposal for the work in 2024.

OBJECTIVES

  • The full development of two annual Mixed Migration Reviews, in 2023 and 2024.

TASKS AND KEY RESPONSIBILITIES

  • Development of proposals for the structure and themes of the MMR2023 essays and (if deemed relevant) for an alternative overarching theme) and a list of possible expert interviewees (to be selected in consultation with MMC). For MMR2024 the topics will be discussed and decided later in close cooperation between the selected consultant/consultancy and MMC.
  • Actively suggest interesting new features/elements for the Mixed Migration Review.
  • The collation, writing, copy-editing, final proof-reading and layout of all standard content components relating to the production of the full MMR2023 and MMR2024 (essays, interviews, thematic snapshots, ‘Keeping Track’, normalizing and resisting the extreme, alternative perspectives essay competition), in line with the style and structure of the previous MMRs and in line with the MMC editorial guidelines.
  • Full responsibility for conducting all interviews, including final editing and sign-off.
  • Recruiting, sub-contracting and managing any additional external researchers/writers (if not available in-house), as well as editors and proofreaders (3 separate editors for copy-editing and final proof-read) and designers, including all administrative and contractual aspects.
  • Selection of photos and procurement of all photo material to be used in the MMR2023 and 2024.
  • Developing ideas for the use of 4Mi data in the MMR and the required 4Mi data analysis, in close cooperation with the Head of Research & 4Mi, the MMC Director and the global 4Mi analyst.
  • Develop initial thoughts on how to ensure continuity after 2024, from when MMC intends to develop the full MMR in-house.

DELIVERABLES

  • The finalization and production of two MMRs: 2023 and 2024, ready for printing. The overall structure, style, scope and design of the MMR2023 and 2024 needs to be fully in line with the previous MMRs to ensure consistency.
  • Participation (through a presentation or otherwise) in the global launch MMR, usually planned for November/December.

MMC RESPONSIBILITIES

  • MMC will provide timely input/feedback and guidance to all aspects of the consultant’s deliverables.
  • MMC is responsible for printing (including all costs for printing) and dissemination of the MMR2023 and 2024
  • MMC will be responsible to make 4Mi data and analysis available to be included in the MMR2023 and 2024
  • MMC will not separately cover any travel and accommodation expenses for any travel outside of the consultant/consultancy home-base. These costs should be included in the financial proposal. Foreseen travel includes 1 trip per year within Europe (e.g. to Geneva, Brussels or elsewhere) to meet with the MMC project team

DURATION & LOCATION OF THE ASSIGNMENT

The duration of the assignment is approximately 10-12 months (divided in 2 periods of extensive engagement in both 2023 and 2024, but with no work in between) over a period of 24 months up until December 2024. The work on the MMR usually takes place between March and December. This is primarily a home-based consultancy.

As the Mixed Migration Review is MMC’s flagship annual report, the work will entail a close cooperation with several staff within the MMC team, under the overall guidance by the Director of MMC.

PROPOSAL EVALUATION

The bids will be evaluated based on the lowest priced compliant technical bid.

Expected profile/qualifications

  • Consultants should have a degree in Law, Social Sciences, Forced Migration or any other related area of study
  • Demonstrable experience on matters relating to (mixed) migration locally, regionally and globally.
  • A strong and proven background (e.g. through prior publications), knowledge and understanding of mixed migration dynamics.
  • Proven research skills and experience in the area of forced migration and/or mixed migration.
  • Good understanding of legal and policy frameworks relating to migration.
  • Excellent analytical and reporting skills. Proven and strong track record of publications on (mixed)migration.
  • Fluency in written and spoken English.
  • Previous successful collaboration with the MMC a strong asset

CONFIDENTIALITY AND OWNERSHIP

All information presented, obtained and produced is to be treated as MMC/DRC’s property and is considered as confidential for all other purposes than what is outlined in the ToR.

Selected consultant/firm is upon signing of the contract required to sign a confidentiality agreement. The material prepared by the consultant cannot be sold, used or reproduced in any manner (partially or in full) by the consultant without prior permission from MMC/DRC.

The MMR will be published as an MMC publication, but the consultant/firm will receive full credit and be acknowledged as the lead editor, along with any other (subcontracted) authors.

APPLICATION PROCESS

Interested applicants who meet the required profile are invited to submit an expression of interest including:

    1. The CV(s) of participating consultants with details of qualifications and experience.
    2. Brief technical proposal that summarizes understanding of the TOR, methodology and tools to be used. While the technical proposal should apply to/cover the development of both the MMR2023 and 2024, it should only include a preliminary suggested outline and topics for the MMR2023 (1000 words max), as well as any suggestions for new features/elements of the MMR and thoughts on how the right capacity could be build within MMC for in-house development of the MMR from 2025 onwards.
    3. Financial proposal for both the MMR2023 and 2024, providing a lumpsum total for delivering on all requested output. All costs (including all subcontracting and travel costs) are to be included in the lumpsum.

[BF1] Signature of the contract with the consultancy/consultant who submitted the winning bid will be contingent upon the formal confirmation of the necessary funding for MMC in 2023 and 2024.
