The HALO Trust in Solomon Islands will conduct a comprehensive national survey of World War Two unexploded ordnance.
About the role:
The role is based in Honiara, but with travel to any HALO sub-offices established during the survey across the Solomon Islands. The HALO Trust Solomon Islands, seeks a dynamic and results-oriented finance professional with experience in corporate finance or development projects. Experience working in an NGO sector is desirable but not required. This job position is a local post.
Reporting to the Country Programme Manager and working directly with the International Finance Manager, you will be responsible for the following duties:
- Lead the country finance and support teams
- Support the Country Programme Manager in the formulation, implementation and monitoring of project budgets
- Analyse and report on the programme funding position, working collaboratively with various teams on spending plan
- Collaboratively produce project/programme budgets and forecast utilizing HALOs financial planning system (Adaptive Insights)
- Generate project/programme Budget vs Actual reports on a monthly basis (Oracle NetSuite) and support country programme manager on financial management of the project.
- Playing a key role in the budgeting, forecasting and planning process
- Generate monthly PAYE tax payments to the government authorities and oversee annual tax processes
- Lead the preparation for external audits, preparing schedules and documentation as and when required by auditors and/or HALO HQ finance department.
- Provide financial oversight and support to all programme locations, ensuring transactions are fully reconciled and discrepancies identified and corrected.
- Ensure implementation of HALOs financial and logistics policies and procedures, reviewing and reporting on compliance against same.
- Support the Programme Manager in ensuring compliance with all statutory legislation (e.g., tax, registration, labour law), including review of regulatory requirements in new operational territories.
- Ensure that adequate banking and cash provisions are in place, set up in accordance with HALOs financial policies and that delegations of authority enable the programme to operate efficiently, particularly during periods of leave etc.
- Manage the short-term cash flow requirements of the programme.
What we are looking for:
- A minimum of 3 years’ experience in finance management in corporate finance or development project
- Experience of managing finance and support teams
- Experience of ERP systems
- Experience in financial planning and reporting
- Strong analytical and financial reporting skills
- Superb verbal and written communication skills
- Professional accounting qualification CA/CPA qualification or clearly demonstrable qualified position
- Excellent command of the English Language and a native speaker of Pidgin language
- Willing to travel overseas for finance management training
- With a Solomon Islands Passport with a validity period of 6 months or more.
