1. BACKGROUND
1.1 PLAN INTERNATIONAL JORDAN
Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls.
Plan’s strategy is to work with vulnerable children and especially girls so that they can learn, lead, decide and thrive. Within the strategy we have an ambition to transform the lives of 100 million girls. Child sponsorship and grassroots community work are central to our strategy and achieving this ambition.

1.2 SHE LEADS PROGRAM
The She Leads Program is a five-year (2021-2025) strategic consortium partnership between Terre des Hommes, Plan International, Defence for Children/ECPAT, African Women’s Development and Communication Network (FEMNET), and the Ministry of Foreign Affairs of the Netherlands. The strategic objective behind the She Leads program is to increase the sustained influence of Girls and Young Women (GYW) on decision-making and the transformation of gender norms in formal and informal institutions. This will be achieved through the attainment of three main outcomes:
- Enhanced collective action and activism by GYW in a gender-responsive civil society;
- Increased acceptance of positive social gender norms; and
- Political institutions – at all levels – enable meaningful participation of GYW in decision-making.
The program is implemented in nine countries, including Kenya, Uganda, Ethiopia, Jordan, Lebanon, Mali, Liberia, Ghana and Sierra Leone. It will also include regional and international components in the Middle East and North Africa.
1.3 The UNIVERSAL PERIODIC REVIEW (UPR)
The Universal Periodic Review (UPR) mechanism of the Human Rights Council is a unique process established in 2006 which involves a review of the human rights records of all UN Member States. The UPR is a State-driven process, under the auspices of the Human Rights Council, which provides the opportunity for each State to declare what actions they have taken to improve the human rights situations in their countries and to fulfill their human rights obligations. As one of the main features of the Council, the UPR is designed to ensure equal treatment for every country when their human rights situations are assessed. The ultimate aim of this mechanism is to improve the human rights situation in all countries and address human rights violations wherever they occur. Currently, no other universal mechanism of this kind exists. The UPR review is based on 3 documents:
- The National Report by the State under Review
- The Compilation of UN information (containing information in reports by treaty bodies, special procedures, and submissions by UN Country Teams and UN entities).
- The Summary of Stakeholders’ Submissions (containing information in submissions by national human rights institutions, civil society organizations, and regional human rights mechanisms).
2. OBJECTIVES OF THE ASSIGNMENT
The objective of the assignment is to work with the She Leads network of girls and young women to build their capacities and their policy writing skills, prioritize the written submission theme based on the areas of thematic priority for girls and young women in Jordan, and assist in writing and compiling the submission of the UPR in June, 2023. The Consultant will also work to organize meetings and consultations with girls and young women, Plan International Jordan staff, and relevant stakeholders at the national level and participate in meetings relevant to their tasks. The Consultant will accomplish the goals set for this assignment under the direct supervision of the She Leads team and overall supervision of the Plan International technical team.
2.1 RESPONSIBILITIES OF THE CONSULTANT
The following work assignments will be carried out in a period of three months s, The Consultant will focus primarily on the following:
- Conduct a desk review and analysis of all relevant documents as appropriate; including the Plan International Jordan- She Leads formative research and PIJO Strategy, She Leads relevant documents and all relevant documents on the human rights situation in the country to help identify the submission topic.
- Engage She Leads girls and young women and ensure their active participation in the process, to identify PIJO’s UPR submission theme.
- Build the capacity of a group of Girls and Young women in policy and formal articles writing.
- organize meetings and consultations with girls and young women, Plan International Jordan staff, and relevant stakeholders at the national level and participate in meetings relevant to their tasks.
- Identify the PIJO UPR written submission area based on the extracted relevant data from girls and young women discussion sessions and relevant documents.
- Assist the group of GYW in developing a UPR written submission, and recommendations.
- Consolidate all documents into one final UPR submission. The submission must contain credible and reliable information on the human rights situation in the State under Review (Jordan), highlight main human rights issues of concern, best practices and recommendations thereon; and cover the period elapsed since the last review. Also, submission should be focused and analytical, presenting conclusions based on a comprehensive analysis of the situation, with concise formulations of achievements, remaining concerns and recommendations.
2.2 KEY DELIVERABLES AND DURATION OF THE WORK

Training on UPR mechanism and policy writing for girls and young women under the she leads network, and Plan International Jordan staff
4 days
Conduct a series of focus group discussions with She LEADS girls and young women’s Network (6 – 10 GYW) and Plan International Jordan staff as a follow up mechanism on the writing process of the UPR
5 – 10 days
Deliver the first draft of the UPR as a deliverable based on the extracted info from GYW discussion sessions and the desk review.
5- 7 days
Validation workshop to present the UPR topic, key highlights from the process, way forward, and its recommendations and main findings with staff and girls and young women.
2 days
A detailed final report of the whole assignment including GYW, staff relevant stakeholders session.

The successful candidate will start this assignment as soon as possible, following the completion of the recruitment process and contract signature. The duration of the consultancy is expected to be 41 days, counted from the signing of the e-contract. The submission of the UPR upon review from all relevant parties is on June 20th, 2023.
3. REPORTING
3.1 REPORTING LINES
The consultant will report to the Regional/ Country She Leads Manager at Plan International Jordan.
3.2 REPORTING REQUIREMENTS
The consultant will be required to produce regular work plan updates at the completion of each of the activities outlined in the description above (under the Key Deliverables section), as well as a short final consultancy report documenting all deliverables and contributions made during the consultancy. The content of all status reports and the final report must be approved by the Plan International – She Leads team.
4. CONSULTANCY PAYMENTS
The consultant shall be paid the consultancy fee upon completion of the following milestones. Payments will be made only upon confirmation by Plan International Jordan that contract obligations have been delivered in a satisfactory manner. Please include the logistical arrangements.

5. REQUIERED QUALIFICATIONS
5.1 ACADEMIC REQUIERMENTS
- Advanced university degree (Master’s degree or equivalent) in human rights, international law, development studies or related field is desirable. A BA university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
5.2 EXPERIENCES
- At least seven years of professional experience in the area of human rights, international law, or international development.
- Previous experience working in a United Nations common system organization, international organization, or non-governmental organization/projects on similar assignments.
- Good knowledge of international human rights mechanisms, especially the UPR, is an asset.
5.3 SPECIFIC EXPERTISE AND SKILLS
- Good knowledge of the legal and institutional/policy framework of Jordan, as it relates to its international human rights obligations.
- Efficient in meeting commitments, observing deadlines, and achieving results.
- Strong analytical and drafting skills.
5.4 LANGUAGE REQUIERMENTS
- Proficiency in English both oral and written
- Proficiency in Arabic both oral and written
- Excellent report drafting skills
5.5 OTHER
- Good at organizing meetings, working with partners, meeting deadlines, working as a team, and under pressure.
- Criteria for the evaluation of the full proposal
A point score out of 100 points, shall be applied based on the following percentage for the two major components (technical and financial).
- o 6.1 Technical Evaluation (65%)
- Quality of the technical proposal including workplan
- At least 3 similar projects including detailed project summaries for each
- Proposed working methodology
- CV(s) of key staff
- 6.2 Financial Evaluation (30%)
- Evaluation of financial Proposals shall be done only for those individuals/companies meeting the minimum score for a technical proposal.
- Thirty (30) points shall be the maximum total score given to the financial component (price).
- The bidder should provide a clear price breakdown.
- Upon opening all the Financial proposals, the maximum score is given to the lowest price proposal. All other price proposals from interested consultants shall be allocated scores in inverse proportion to the lowest price.
- 6.3 Gender Responsive Procurement (5%)
To score in gender-responsive procurement, suppliers must fulfill at least one of the following criteria:
- “Women-led suppliers” and “Women-owned business(es)” are defined as legal entities in any field that is more than 51% owned, managed, and controlled by one or more women.
- A “Women-led business” is defined as a legal entity in any field that has a minimum of 50% women representation in management with senior-level, strategic decision-making capabilities.
- A “Gender-responsive business” is defined as a legal entity that actively promotes gender equality and empowerment of women and young women through their policies and labor practices.

- Financial proposal, the suggested sum is liable to an income tax deduction as per the Jordanian tax law.
