GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.
The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics & Supply Department.
CONTEXT AND GENERAL OBJECTIVE OF THE POST
The successful applicant will have as a main objective to act as the focal point for the implementation, roll out and/or strengthening all sexual reproductive health (SRH) and sexual violence (SV) programmes in the selected missions, contributing to the improvement of care provided to patients in MSF projects in these domains. This general objective involves the following core areas:
- SRH in close collaboration with the SRH, Gyn-Obs advisor and the paediatric advisor.
- Sexual violence, in close collaboration with, SV advisor, MHPSS advisor, CE/HP advisor and legal advisor as well as regional counterparts.
- Midwifery related matters adapting to each context and in collaboration with teams in the field. Promoting Quality of Care and good communication as well.
Most of the activities in the region take place are in high insecurity context. SRH&SV activities need to be enhanced, with special attention to people centred models, uplifting women’s and girl’s autonomy and dignity, decentralized models of care and continuum of care, as well as quality standards at secondary care level. Emphasis on Contraception and Safe Abortion Care (SAC) as well as the response to Sexual Violence are key components to be strengthened.
Her/his/their duty should always be framed on best international practices and standards. The work will be carried out in the framework of OCBA Strategic Plan, the Operational Policy, the SRH/SV roadmaps, annual plans as well as the Medical Department plans, working in close collaboration with SRH, SV, GynObs and other technical advisors involved to contribute to a more transversal, integrated a holistic support to the cells and the beneficiaries in field.
RESPONSIBILITIES AND MAIN TASKS
- Oversee/carry out the implementation of the tool, protocol, system, instrument or policy referred above, in accordance with the specifications set by the hierarchical and functional managers in the ToR for each visit.
- S/he/they will provide the field missions/cells with adapted support according to the needs and requests, providing direct an immediate response to deliver the best available solutions, based always in good practices and international standards.
- Supporting the activity manager(s) in the practical implementation of SRH and SV activities, including the formulation of (para)medical protocols and/or orders, strategies, planning, interaction with external actors (e.g. authorities, health committees), the correct sizing and composition of the HR set-up, etc., together with the cell and other referents of the medical department.
- Together with the hierarchical manager (or delegated person in the HQ Department) and the relevant Coordinator(s) in the Mission(s), plan the deployments well in advance and inform the relevant units in HQ/Field to anticipate administrative and medical requirements related to the deployment (e.g. vaccination, visa, flight tickets, etc.). Keep a movement calendar plan updated.
- Ensure that Terms of Reference (e.g. objectives, duration of deployment and subsequent paid rest, expected results, functional reporting lines during visit, etc.) are well defined, known and agreed by the relevant stakeholders before deployment.
- Develop and maintain a project plan for implementation (including hands-on, briefings, trainings, workshops, etc.) ensuring stakeholders are informed and involved in order to deliver the project on time.
- Where relevant, ensure that all technical implementation considerations are known, communicated and met (e.g. guidance documents, configuration, data cleaning, test and migration management, etc.).
- Design and deliver training related to own professional/technical area to enable others to use systems, tools, processes or policy effectively.
- Ensure adequate information flow to the relevant stakeholders regarding progress of the implementation, trainings, etc.
- Support the missions with change management and new work organisation to guarantee sustainability of the new way of working.
- Contribute to continuous improvement and learning by capitalising all deployment related documentation and learning for the project and eventually sharing as part of (de)briefings, workshops or ad-hoc technical forum.
- In between field visits, provide punctual support related to her/his/their area of expertise as requested by the Hierarchical Manager and in coordination with the correspondent Functional Manager(s).
- Carrying out a functional evaluation on SRH and SV activities, assessing quality of care, practices and organisation within the framework of MSF standards in order to identify the main areas for improvement in the provision of the relevant health care at the different structures.
- S/he/they, together with the mental health, legal and CE/HP Referents and other colleagues of the Medical department, follow the implementation of the Sexual Violence care activities to contribute to the improved access and quality of care for SRH and SV, including emergency situations.
- Assist in context analysis and strategic planning prior to implementing SV response activities.
- Assist field teams in increasing capacity to detect, react, respond to sexual violence while ensuring that the survivor centred care principles are respected.
- Contribute to the building of multidisciplinary support networks involved in responding to sexual violence.
- Monitoring and ensuring compliance with MSF protocols and standards for SRH and SV and provide guidance and advice when necessary.
- Reports regularly to the line manager on the development of her/his/their activities, orally and in writing if requested. Gives regular updates to the rest of the medical department team.
- S/he/they will remain updated on scientific knowledge and evidence published in her/his/their areas of expertise to ensure a relevant support to the field.
- With the SRH, SV & Gyn-Obs Referent, s/he/they will explore new avenues for appropriate SRH, SV care projects, background research, designing and revision of guidelines, collaborating with operations in the implementation and adaptation of strategies and policies.
Surveillance & monitoring
- Assisting the field team with ensuring an adequate set up for data management (data collection), monitoring and analysis, including the implementation, monitoring and analysis of qualitative and quantitative indicators for the activity.
- Working, together with SRH/SV advisors in the development or update of adequate tools for the monitoring of the activities.
Contributing to capacity building by:
- Identifying training needs and contributing to the definition of training content for the area of expertise.
- Coaching the activity manager(s) or other relevant functions, facilitating team training and providing on-the-job training to clinical/(para)medical officers on fundamentals related to area of specialisation according to MSF standards to ensure best practice is delivered.
- Support the capacity building and development of the Sexual violence focal points and all the other profiles involved at the patient circuit. Launch with the teams the competences skill monitoring for Sexual violence care.
- Support the learning referent in the development of the SRH and sexual violence training content in a wide range of trainings, both medical and non-medical.
Other
- Upon request from the Hierarchical Manager, prepare presentations and participate in congresses, workshops, seminars, etc.
SELECTION CRITERIA
- Certified midwife in 3 years direct entry or Certified Nurse Midwife in (min.) 5 years.
- Education and/or experience in Sexual Violence.
- Education and/or experience in Community based approaches will be an asset.
- 2 years’ experience in relevant field or HQ positions in MSF or in a low resource setting.
- Experience providing training to adult learners.
- Very good knowledge of sexual reproductive health and sexual violence in contexts of low-income countries, specifically the region to be supported.
- An ALSO or ALSO global provider certificate and a still valid ALSO (global) instructor certificate will be an asset.
- Trained EVA workshop facilitator.
- Experience in the implementation of safe abortion care in field project and participation in SACI training is an asset.
- Sexual violence training participation, ToT performed is an asset.
- Fluent in English and French (oral and written).
- Knowledge in computer: Excel, Word and PowerPoint programmes.
CONDITIONS
- Home-based position, with frequent travels to the missions as well as to Dakar and/or Barcelona HQ as requested.
- Travel to the fields 70-80% of the time.
- Duration: 1 year with potential extension.
- Annual gross salary: IRP2 level 4 (divided in monthly payments) + secondary benefits based on MSF OCBA Reward policy. Subjected to local conditions.
- Practical working conditions while in the field are as per the MSF-OCBA guideline.
- Starting date: ASAP.
