Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Operations Director position for the anticipated global, $45 million USAID-funded Fragile Waters Activity.
The anticipated five-year Activity will support USAID’s water security, sanitation, and hygiene (WSSH) programming in fragile contexts around the globe. The anticipated objectives of this activity are to conduct rapid analyses to inform WSSH programming, support capacity strengthening and coordination among local organizations and government counterparts, provide direct technical assistance to support priority WSSH initiatives, and support sectoral learning and thought leadership to inform WSSH programming. Specific geographies/countries where work will be conducted are not defined and will be determined at a later date.
This position is a five-year contract and will be based in Burlington, VT, Arlington, VA, or remote, with as-needed domestic and international travel.
Responsibilities:
* Provide leadership to, supervise, and mentor administrative, operations, and financial staff to effect sound project management, fiscal and administrative due diligence, and the development of organizational and individual capacities.
*Ensure compliance of project operations with USAID, and Tetra Tech Home Office administrative policies and guidelines.
* Identify and implement changes to administrative and financial policies and procedures that will enhance cost-effectiveness and program implementation.
* Execute operational planning/budgeting procedures and tools outlined in Tetra Tech’s Standard Operating Procedures (SOPs).
* Advise the Chief of Party (COP) on all policy matters concerning project administration and financial management.
* Assist the COP in the recruitment, hiring, and contracting of staff, consultants, and contractors, arranging technical and administrative support as necessary.
* Respond to pertinent information requests from project partners and other relevant organizations/institutions.
* Assist in the preparation of work plans, budgets, and procurement plans.
Qualifications:
* Bachelor’s degree in business administration, accounting, financial management, international development, or any other relevant field. Master`s degree preferred.
* At least five (5) years of demonstrated experience supporting operations, finance, and administration for programming of comparable size and scope; direct experience in operational support in USAID or other donor-funded projects in fragile contexts is highly desired.
* Knowledge of USAID financial and contractual rules and regulations.
* Experience and skills using cloud-based project management and finance tools, including Salesforce, Microsoft Office and 365, QuickBooks, and other systems.
* Proven ability to manage and monitor diverse staff and subcontractors across multi-country and/or regional programs.
* Exceptional organizational skills and attention to detail.
* Strong written and verbal communication skills in English
*Ability to legally work in the US without employer sponsorship.
