We are currently looking for aGIS Officer to support our team in Bangladesh, based between Cox’s Bazar, Bangladesh and Bangkok, Thailand.

Location: Cox’s Bazar, Bangladesh & Bangkok, Thailand (50/50)

FUNCTIONS

IMPACT is seeking a candidate with strong GIS and data skills to support the implementation of the MSNA in Bangladesh. Under the line management of the Data Specialist (based in Bangkok), the GIS Officer is responsible for the application of GIS in Bangladesh, including relevant aspects of research design, support in designing data collection tools, leading on geographical sampling, ensuring data quality, geo-spatial analysis and drafting of maps. Previous humanitarian experience is preferred. Candidate should be well-versed in in ArcGIS Pro and cartographic standards. Knowledge of R scripting, Adobe Illustrator and InDesign, Tableau, and Kobo/ ODK is preferred.

In his/her mission, the GIS Officer will be hosted by IMPACT’s global partner ACTED and will fall under the direct responsibility and management of ACTED’s Country Director and his/her delegates for all Administrative, Security, and relevant Logistics and Finance issues. S/he will therefore fully abide to ACTED’s Security, Administration, and relevant HR, Logistics and Finance rules and regulations.

The position will be based for 3 months in Cox’s Bazar, Bangladesh, and 3 months in Bangkok, Thailand.

RESPONSIBILITIES

The GIS Officer responsibilities include the following:

Research Planning& IMplementation

  • In coordination with the assessment officer, support assessment planning in line with MSNA objectives and with IMPACT’s research cycle and other relevant guidelines;
  • Contribute to draft assessment ToRs with a specific focus on the analysis plan, and related mapping, as well as data management plan;
  • Support the development of quantitative data collection tools, ensuring GIS requirements of research cycle/assessment are met;
  • Develop geo-spatial analysis of assessment areas to be used in developing daily assessment plans, field movement plans and accompanying operational maps for field teams;
  • In coordination with assessment officer, support construction of quantitative sample;
    When relevant, support the training of enumerators for primary data collection;
  • When relevant, support oversight of data collection including spatial verification and validation as part of daily assessment checks;
  • Ensure that collected data is properly geo-referenced, enabling the production of maps and related products;

Data management, cleaning and analysis

  • Ensure that data is revised and cleaned, and that all revisions are recorded;
  • Support with development of data checking, cleaning and analysis scripts as needed;
  • Conduct spatial analysis on collected data as per ToRs;
  • Ensure the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information.

Drafting of products

  • Ensure that the GIS products meet the requirements of IMPACT and concerned partners;
  • Ensure the drafting of timely and accurate GIS products, which comply with IMPACT’s guidelines;

Team Management and capacity building

  • Be available to provide regular support and technical backstopping;

Data Confidentiality and Protection

The GIS Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with IMPACT’s data protection policy and SOPs. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.

REQUIREMENTS

GIS OFFICER

  • Academic: Excellent academic qualifications, preferably including a Master’s degree in GIS, Remote Sensing, Data Science, Computer Science or related disciplines;
  • Research skills: Demonstrable experience with geo-spatial information management and analysis. Previous experience of remote sensing is desirable;
  • Software skills: Advanced knowledge of ArcGIS Pro. Proven knowledge of Microsoft office including Word, Excel, and PowerPoint. Knowledge of R, python or equivalent statistical software an advantage.
  • Years of work experience: At least 1 years of relevant working experience. Experience in humanitarian settings preferred;
  • Familiarity with aid system: Experience in a complex humanitarian emergency is not required, but is an asset;
  • Communication/reporting skills Excellent communication and drafting skills for effective reporting;
  • Multi-tasking skills Ability to multitask with tight deadlines;
  • Level of independence Proven ability to work independently;
  • Cross-cultural work environment Ability to operate in a cross-cultural environment requiring flexibility;
  • Experience in geographical region Past experience with the Bangladesh or Myanmar context, or South-East Asia region is desirable;
  • Language skills Fluency in English required, competency in Bangla / Bengali an asset

Conditions

  • Salary defined by the IMPACT salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
  • Additional monthly living allowance provided in country by IMPACT’s partner ACTED
  • Food and lodging provided at the organisation’s guesthouse/or housing allowance (depending on contract length and country of assignment)
